On June 22, the Janesville City Council unanimously voted to allow the Letter of Intent (LOI) with Viridian Acquisitions LLC to expire while simultaneously directing city staff to begin developing a Data Center Companion Ordinance that would establish guidelines and expectations for future data center development in the City of Janesville.
The decision followed months of public discussion, community meetings, council presentations and resident feedback regarding the future of the former General Motors/JATCO site.
Forward Janesville appreciates the thoughtful approach taken by the Janesville City Council throughout this process and applauds council members for working together to reach a unanimous decision on a topic that has generated significant public interest and debate.
A Process Meant to Explore Possibilities
When Forward Janesville supported entering into the original Letter of Intent in November 2025, we viewed it as the next logical step in exploring a potential redevelopment opportunity for one of the most significant industrial properties in our community. And redevelopment of the site has long been one of the policy priority areas for Forward Janesville's Government Relations Council.
The LOI provided an opportunity to learn more about a proposal, ask important questions, and begin a community-wide conversation about what redevelopment of the site could look like.
Over the past several months, that conversation has grown substantially.
City staff organized public information sessions, launched online educational resources, facilitated council discussions and created opportunities for residents to engage with the proposal and ask questions. Those efforts helped elevate community awareness and encouraged meaningful dialogue about both the opportunities and challenges associated with redeveloping the site.
As that dialogue continued, it became increasingly clear that many residents wanted additional opportunities to learn, engage and help shape the future vision for the property.
That reality informed Forward Janesville's recommendation prior to the June 22 council meeting to allow the LOI to expire and shift greater focus toward community planning and engagement.
Janesville Is Taking the Lead on Responsible Development
The City Council's second action from the June 22 meeting may ultimately prove just as important as the decision regarding the LOI.
Council members unanimously directed staff to begin developing a Data Center Companion Ordinance that will establish local standards and expectations for future data center development.
Across the country, communities are grappling with how to evaluate emerging technologies and large-scale development opportunities. Janesville has an opportunity to be proactive rather than reactive.
By creating local guidelines that reflect local priorities, Janesville can ensure future proposals are evaluated through a framework that considers community benefits, infrastructure impacts, environmental considerations and long-term economic outcomes.
Responsible development requires thoughtful planning. It requires asking difficult questions, gathering expert input and creating clear expectations before decisions are made.
The council's recent action demonstrates Janesville's commitment to doing exactly that.
The Importance of Community Engagement
One lesson from the past several months is clear: Residents want to be part of the conversation.
Community engagement is not a box to check at the end of a process. It is an essential component of good planning and good governance.
Forward Janesville strongly believes that the future of the GM/JATCO site should be shaped through robust community participation, informed discussion and a clear understanding of both opportunities and constraints.
That is why we continue to support the work of the GM/JATCO Redevelopment Advisory Board.
Established to help guide the future of the property, the citizen-led board is working alongside nationally respected planning firm Stantec to develop a long-term redevelopment strategy for the site. The board's visioning workshops, public engagement efforts and redevelopment planning process will provide residents with meaningful opportunities to help shape the site's future.
The former GM/JATCO property is one of the most complex redevelopment opportunities in Wisconsin. Its future deserves a deliberate, thoughtful and community-centered approach.

Janesville's future will not be defined by a single meeting, a single proposal or a single vote.
It will be defined by our willingness to work together, ask important questions and thoughtfully plan for the opportunities ahead.
